It does seem better, but I just experienced it once more when swimming from Happiness Island to the mainland. Currently, I have -memrestrict 943718400 and -reservedApp 0 in it. I made a commandline.txt file and wrote many things in them, some of which crashed the game, and as I alluded previously, none worked. I checked as many posts as I could fine and tried all the supposed 'fixes' in them. This usually happens when I'm least expecting it and can go for a long time without occurring. The problem is that within a certain point, they refuse to load. Anyway, I recently began modding GTA4 and use an ENB and Liberty City Textures Volume 1.
